Settings — Store Promotions

Step 1 — 1Promotions in the Settings tree — store-wide promotion behaviour (stacking rules, subscription-only defaults) is scoped for a follow-up slice, and the page says so rather than shipping a half-built control.

Step 2 — 2A "coming soon" notice marks the global promotion settings as scheduled — no phantom toggles that silently do nothing.
